Blocked drainage on Cotswold Way

Sent to Bath and North East Somerset Council 17 hours, 41 minutes later. Council ref: 5857401.
The drainaway on the cotswold Way at the top of Weston Park West is completely blocked with soil. This results in the pathway and Weston Park West flooding. This was so bad this year that the water froze and made the road impassable. Wessex Water attended and identified the problem but do not own it so referred me to yourselves. As pictured, I've cleared away as much as I could with garden tools but this needs more specialized equipment to rectify it properly as it is deeply blocked with soil.
