Displaced manhole cover is causing a noise nuisance

This manhole cover was displaced a few months back. Every time a car goes over it, day and night, it makes a godawful loud clatter. Please see the video: https://youtu.be/ kQqCVp5ZjNE

This issue has been raised twice by neighbours on FixMyStreet and closed without comment both times. If the Council is not responsible, it would be helpful if you could tell us which utility company - Bristol Water? Wessex Water? can resolve it, based on the information I am sure you have of the road as a local authority.
