Pavement completely blocked forcing ALL pedestrians to walk on the road past a parked work vehicle and legally parked cars opposite. When challenged the driver of the work vehicle (serving an adjacent private home) responded aggressively that he had a job to do!

Highway Code rules should be enforced on all, but there is little or no evidence of BANES meeting is statutory obligations in this regard.
