Damaged wall on The Street

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 5965778.
Would value some advice as the front wall of High View was hit by a car, and needs to be properly reinforced as it is by the main road, and would be dangerous if it were to crumble. Has an engineer to do the works, but is concerned that they will not do the necessary reinforcements. Can someone check it and advise the correct procedure for replacing it?
