Black gull prove bags !

Sent to Bath and North East Somerset Council 3 hours, 21 minutes later. Council ref: 6055143.

You made business use seagull prove bags for all General waste. However The black gull bags are left here and all around bath 24/7. Business have had to tie them down to lampposts/bollards as homeless people take them. Looks so messy and the black bags are starting to smell and attract rats. A new solution needs to be addressed.
