Manhole cover removed and tossed aside

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 6138700.
At the top of Sandpits Park where spring water emerges one of the three manhole covers had been lifted from the concrete bunker and had been jammed in to dam the flow and branches had been shoved in the pipe. I put the manhole cover back in place and cleared stuff. Concerned about the danger of the cover off. Requires repair so that the cover can be screwed down.
