Water leak from drain at 27 Green Park

Water leaking into understairs meter cupboard at Ground Floor Flat, 27 Green Park. BA1 11HZ BANES Highway have visited and didn't find a problem, however Wessex Water have also visited and changed a stop cock, this did not solve the problem. With recent rain the leak is still continuing and needs further investigation, seems to be coming from under the road into the wall of the understairs cupboard.. Water is also leaking into Green Park off the boundary wall after rain fall from several properties.
