Loose bicycle stands

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 6216248.

I couldn’t find a category for this but the bicycle stands are very loose in this location and it does not feel safe to lock a bike here as the bolts holding the bicycle stands to the pavement feel as if they could easily be undone. Can these be tightened so that the risk of bike theft is reduced ?
