Near miss in the park, speeding cyclist vs 4 year old child

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 6221761.

Cyclists in RVP present a constant risk to pedestrians. This morning I witnessed a horrifying sight - a young male on a large bike speeding downhill at right angles to the path on which a preschool child was attempting to ride his bike. Council officers and councillors have previously argued that it is the responsibility of parents to ensure the safety of their children in the park. However, there is no way the mother could have seen the cyclist approaching. It was a miracle that the child was not subjected to serious injury. Council officers must be aware of their own bylaws prohibiting cycling in the park but continue to abdicate their responsibility in this matter. The solution is simple - put up NO CYCLING signs.
