Water flowing out of road - hazard

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 6283173.
THIS IS AN ONGOING RISK TO THE GENERAL PUBLIC.
When someone is injured, it will be the council who is liable.
This water has been flowing out of the road for years.
All BANES ever do it fill in the potholes when they get big enough.
Please know that this is not good enough. It does not fix the problem; the water emerges again immediately.
You need to remove the road surface, dig to the source of the water, and redirect it via pipe to the drainage network.
There is no pavement along the Penthouse hill, only the raised pavement along the Batch. As such, this section of road gets a lot of footfall, many of them elderly.
The permanently wet road is slippery in all weathers and even freezes in the winter. The organic matter / biofilm in warmer weather is also extremely slippery. My neighbour has already slipped on it twice.
The water / biofilm also smells like foul. I dread to think what biological hazards are present in this water.
Wessex water have conducted tests and insist it is not their water.
PLEASE TAKE APPROPRIATE ACTION.
PLEASE DIG TO THE SOURCE OF THE WATER AN REDIRECT IT TO THE DRAINAGE NETWORK.
