Fly Tipping

Hello you responded to my report yesterday of more fly tipping at side of the old toilets at end of Claude Avenue / Bridge Road.

You said its not your responsibility. I will now have to clear up after the students myself to keep the street round here half decent. Can you help me understand 2 things for future reference - please tell me why you think this is not fly tipping, and also you say I should approach the 'responsible authority' - can you tell me who is responsible in your view? As noted previously this is a combination of big cardboard and a series of black bin collection bags and I am sure the bin men would not take them on Friday week and by then they may well be rancid in this weather.
