Fly tipping in the green triangle at crescent lane bottom of Lansdown

We walked past a man and said good evening, he didn’t reply. We carried on walking. The man in the estate car then emptied something onto the grass. He then walked back to his car. The man acted furtively. My husband went to have a look and it looked like sawdust. We carried on walking and then he drove off and parked up in a side road off Northampton street near the school and doctors surgery with his lights off. When my husband approached his car he put on his lights on and drove off narrowly missing my husband. We both took photos of his car registration. We are worried that it is asbestos. He had a boot full of bags and could be driving around Bath dumping it. His car registration was BU67FDY.
