Disgraceful amount of litter

The whole of moorland Road is a mess. When was the last time this was sweeped and cleaned? Why is the area by the public bench not routinely cleaned? What is being done to stop people, including shop workers, throwing their cigarette butts into the road? Why are some areas of Bath spotless but other areas like Moorland Road left without regular cleaning? The only time I see anyone from the council on Moorland Road is in Greggs.
