Mud, leaves, debris, vegetation, poor road surface and running water on road

We have been complaining about the derelict and unkept state of our lane since November 2023. As you will see from the photos there is a spring in one section of the road which means it is constantly wet, there is vegetation growing everywhere, mud, leaves, debris and a very poor road surface.
