Safety issue for hatched marking area

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 6345648.

Not strictly a 'dangerous surface', but if you are not aware, many people use the 'hatched area' at the end of the overtaking lane (uphill) to continue overtaking around the bend – this of course is very dangerous as I have seen lorries coming downhill veer across into that area, and also seen when they have run out of road at the top and then face the oncoming traffic.

It may not be possible, but could some bollards be added into that area to discourage cars from using it to overtake (leaving enough room in case of breakdowns)?

I feel this really does need looking at in some way before there is another serious collision.

Also there, a fresh white line to the side of the road would be helpful, as the edge of the road isn't terribly clear after dark.
