Housing association property obstructing public footpath

The lady at No 10 The Circle, Bath BA21JA lives in a housing association council property. Unfortunately, her front and back gardens are completely overgrown - so lush so that one may consider it a risk to health. The issue is now causing obstruction or and blockage of the majority of the public path past the house. Those with pushchairs, small Children, wheelchair or mobility scooters cannot pass safely on the pavement. The hedge at the front of the property is totally overwhelming everything around it!
