Tarmac breaking up and water pours out of cracks at pavement level during heavy rain. POsinblr spring?

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 6451854.
Seems like it might be a spring as the water is under pressure to come out of the pavement above road level.
The cracking of tarmac appears to be spreading and more small holes are appearing and further cracking of tarmac. First noticed a hole during the last wet winter and now getting progressively worse.

23.09.24 Heavy rain today and photo attached shows the spring water bubbling out of the pavement. White lines showing proposed repairs noted per photo. Unkeyed and laminating tarmac extends beyond the zone shown by white paint, presumably for guidance only and repairs to be determined as work proceeds.
