Very overgrown hedge obstructing road

There is an ivy hedge that has not been cut back for a long time and is growing into the road by about 3 ft. It is difficult to pass other cars or pedestrians now, there are overgrown brambles scratching cars and making it hard for pedestrians to move to the side. The opposite hedge is also overgrown making the road very narrow.
