Sent to Bath and North East Somerset Council less than a minute later. Council ref: 6512628.

Someone has taped the bin so it can’t be used. I had assumed it was the Council so it can’t be used be replaced. That was over 3 weeks ago. This is leading to ‘fly-tipping’ as people just putting rubbish on top.
