Overflowing litterbin opposite Ballance flats (on Landsdown Road)

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 6523326.

Extremely full and overflowing bin. Black sacks dumped outside and on bench next to the litter bin. It is encouraging flytipping as other things have been dumped next to the bin also. It is encouraging foxes and waste is being spread around. Please could it be emptied?
