Blocked pipe outside property boundary wall

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 6675731.
Noticed grass verge was bubbling up water(!) and investigated with spade. Found what looks like an rodding point buried under soil where water from property above was coming out. If I run a hose from drains in garden it comes straight out onto the roadside. I assume it's supposed to connect to the main drain in the road but needs unblocking. Wessex Water have been out today (Wed 30th Oct) but it is not on their network, they advised I need to contact Highways. Water is currently flooding lightly into low point in the verge but needs sorting out. Drains not blocked within the property so please advise best course of action, I am worried about neighbouring property across the road that may be affected if there is a lot of rain etc.
