Park play equipment not maintained

This issue has been escalated to Flower and Hays who should be maintaining the equipment they have accepted the responsibility, however are refusing to do anything about it as they claim person responsible is off sick and contractors are not available. All they do is cut the grass once every six weeks or as and when The problem has been going on for months However the lack of maintenance now poses safety issues to children playing in the park The swings are never checked or cleaned and the park is nearly 20 years old now Could someone step in and help before accident happens please
