Solid white line and keep clear markings on road

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 6694895.

Hi at the end of cul-de-sac at bottom of Maple Gardens there is a solid white line with a keep clear marking on the road. A white Toyota suv is parking there for a long period of the day. This is a turning point for cars, lorries and ambulances and other transport and is causing a regular obstruction. The car shows a disabled badge in the windscreen although the owner is not disabled but the person he is visiting is but who does not leave the house. There is a fair amount of parking within the road so the turning bay does not need to be used to park in causing an obstruction.
