Pavement and street water/ice hazard

There is a stream of water flowing from the pathway between Magdalen and Park Avenue, which freezes and represent a serious hazard for people and vehicles. The stream appears twice a day (morning and evening) and has kept worsening over time (since last winter). My son slipped on the icy pavement this morning and hit his back hard.
