Property Flooding due to Storm Drains Blocked/Inadequate

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 7062651.
Property is semi-detached & low lying, situated directly below a steep hill with woodlands. The tenant reports that during heavy rains the runoff from woodlands opposite, streams across the road, the storm drains in public highway are unable to cope & storm water streams down his driveway & partially into his property. I suggest initially this is an issue for the Local authority to assess their storm drains which looking at the silt on the road & gutters are possibly blocked preventing storm waters to drain away, or possibly inadequate.
