Paving stones admitting water to vaults

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 7077042.
I have previously reported that the paving stones are not sealed outside No 31 Grosvenor Place and are admitting water dangerously close to our electrics cupboard in the vaults beneath. You dismissed this report in October without explanation yet the problem is very real and persists. Thank you.

The Council, as the Local Highway Authority, is not responsible for ensuring the highway acts as an impermeable layer, or for ground water beneath the road surface. Nor does the Council have any responsibility for the waterproofing integrity of a below ground structure including ingress of water through any openings through the footpath or road. The highway surface should be assumed to be a porous structure which does not prevent water penetrating into the ground below. Any waterproofing work is the responsibility of the property owner who owns the structure (Vault) Beneath the highway
