Rivers Road 'No Cycling' sign missing?

Having had a close call with a cyclist passing along this path last week, I would like to know if the sign at the west end should have a corresponding sign at the east end (see the photos)? Is there a legal prohibition of cycling on the 'green road' section of Rivers Road?
