On-going problem of people leaving domestic waste beside the 2 litter bins in St Francis Road.

This happens quite regularly- once a month perhaps. Invariably the bags are ripped open (probably by foxes overnight) and mixed, unsorted waste is strewn all over the road and pavement. This mixed waste includes used nappies, waste food and food packaging, so is unsightly and disgusting. I normally pick it all up and put it in my black bin. Today as I was clearing up the mess, by sheer chance, I found a package in the bag with an address on. In a different bag, at the bottom of the road, next to the litter bin, was another addressed package, exactly the same address! In other words, I have strong evidence that the people at this address are the ones leaving the rubbish.
