Blocked or collapsed road drain

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 7316998.

Drain in lawn outside "Highcroft" bungalow which leads down to "Southview" cottage at grass triangle where finger post is sited is blocked or collapsed under lane. This is causing severe lane damage and erosion of surface of the lane( which we call Brook rd, which bears left after Highcroft) due to the surface water which runs off the hills above. This in the past has been invertigated by the council and they were unable to unblock the drain and said that the road needs digging up which has never been done. I have videoed the flooding of the road after heavy rain and demonstrates water bubbling out of this drain.
