Weeds growing from composted leaves in gutter

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 7468823.

I put the request for this to be months ago. Told it had been acted upon be this apparently meant the request had been transferred to street cleansing. Nothing happened. Using garden tools I have dug the build up of compost (comprising leaves from an oak tree down the road) more into the road but it needs to be cleaned by a proper road sweeper. These leaves also block the gutter.
