Weeds growing in road suface that are blocking drainage

There is a lot of soil and dirt that washes down Bath Old Road and into the gutter on Mendip Way. This encourages weeds to grow in the road surface and the drainage channel as there is a spring at the end of Mendip Way which feeds any growth continuously. This growth is dsnaginv the road surface and the debris needs to be mechanically swept away to prevent further growth. This is council responsibility not the adjacent land owner.
