Bollard Between Boxbury Hill and Phillis Hill Concreted In Place

Sent to Bath and North East Somerset Council 1 minute later. Council ref: 7687257.

A tree has fallen down blocking Boxbury Hill today. A farmer will be removing it, but the residents have been unable to leave the road. They investigated the central bollard by the dropped kerb leading to Phillis Hill, which should be removable and discovered it has been concreted in place. Please can this issue be looked into.
