Overgrown bushes height and width

These bushes are super overgrown- I am a wheelchair user and the bushes restrict the path way already but even more so on a bin day that I can’t get passed - they need to aggressively cut back, so us resident have to keep snipping away here and there to make sure access is available

    Can’t get passed in wheelchair when bins are out because bushes are so overgrown- pavements should be accessible for all abilities
