Damage to old wall

This old wall once banked the stream from prior park gardens to a reservoir (now gone). homeless people, because the bench was taken away from outside noads, have removed the stones and are now using as seats. if these stine slip down they could injure someone - they would certainly would be in the way of pedestrians and cyclists. could they possibly be put back? please beware of drug paraphernalia in the area!
