Tall tree overhanging private property and loose branches

The tree on the public footpath has grown rather large recently and not been maintained, there are lots of loose branches which are overhanging my garden and the public footpath which could be dangerous if a branch was to fall which I'm concerned will happen when the weather worsens. The overhanging branches are causing lots of mess in my garden and also now the tree is taller than my house I'm concerned if it was to fall down or break in the wind this could do quite a bit of damage.
