Cider washings running out of drains on Clutton Hill

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 8222611.

A very foul smelling black liquid has been putting out of the second and third recently repaired drains on Clutton Hill. The liquid smells like cider washings but is incredibly strong and very acidic, like rotten pickled onions. These washings have appeared during dry weather so have not been exacerbated by extreme weather. This liquid has pooled in places and has reached the second terrace of six houses known as Sunnyside. As the drains had work on them earlier this year which was hoped to have stopped this issue, please can they be checked for blockages? Does this also need reporting to the Environment Agency?
