Bins on Halfpenny Bridge

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 8249022.

The bins on this bridge are not full of rubbish but full of rats. The one nearest the station is basically a food store for the rats who live on the river bank, and I see them constantly coming and going and foraging inside. Can these not be replaced with secure solar/closed bins? I've started taking other routes to avoid having to walk past them - it's a public health hazard.
