Abandoned car parked

Car has no MOT or tax. About a month ago car showed up near location given. Couple days later a small group of guys were hanging round the car and moved it to the location given. Car has all four flat tyres as well as a damaged windscreen. Haven’t seen anyone hang around the car and it hasn’t been moved.
