Despite several reports made to the local council, no action has yet been taken to address or remove the flags. The situation is escalating and is now contributing to an atmosphere of hostility and division among residents. 2. Legal and Regulatory Concerns The installation and display of these flags appear to contravene several relevant laws and regulations, including: • Highways Act 1980 – Flags positioned adjacent to or on public highways must not obstruct, distract, or endanger road users. The current placement of the flags creates visual clutter and may breach this provision. • Town and Country Planning (Control of Advertisements) Regulations 2007 – The display of flags without appropriate consent may constitute an unauthorised advertisement. • Council By-laws / Housing Estate Regulations – Many housing developments prohibit permanent or semi-permanent displays that could cause nuisance or offence to others. 3. Community Impact The widespread installation of these flags has caused significant disruption and unease within the community. Concerns include: • Public Safety: The flags and poles may pose hazards in high winds or obstruct drivers’ sightlines near junctions or pathways. • Anti-social Behaviour: The act of installing these flags in such volume and visibility appears deliberately provocative and has already led to verbal disputes among residents. • Social Tension: The display has been interpreted by many as an attempt to incite division and racist sentiment within the community. This has undermined the sense of safety and inclusivity that residents should be able to expect. 4. Requested Action
We respectfully request that the council or appropriate authority: 1. Investigate immediately the legality of the flag installations under relevant highways and planning laws. 2. Issue enforcement notices for the removal of unauthorised flags and associated poles. 3. Engage with residents and local police to prevent further anti-social or provocative displays.

Residents are finding these flags incredibly distressing, and are experiencing increasing stress and fear the longer they are up and people are threatening to put more up. The flags are also flapping outside the window and are too loud to sleep with the window open and are sometimes wrapping around the lights in the wind. Please can there be some resolution this week as this keeps getting pushed back.
