Overhanging brambles and bushes

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 8394407.
The hedge between Flourish and the Nuseries is overhanging the path along the A4. The brambles and branches pose a danger to all pedestrians using this path while there is building work obstructing the path on the otherside of the road.
This was reported a few months ago and the council advised that the owner had been told to rectify but nothing was done and so the problem has got worse.

This was the second time I reported this, the second time the council told me that it wasn't their responsibility and that they had advised the property owner to deal with the problem...and the second time nothing was done about the problem that property owner ignored the council. So it has just got worse because the problem hasn't been delt with.
