Drain blocked. If going up hill it’s just beyond track to shortcombe farm on the left

Ridge lane is a steep hill and has a lot of water flowing down it in wet conditions adding to flooding in west harptree village and this drain is totally blocked adding to the problem. Water runs out of it due to the force of water in the drains above and when icy also causes a huge hazard to road users. I have reported this before and the problem never gets solved. I believe the drainage pipe is thoroughly blocked.
