Manhole lifting, and water pouring out

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 8498446.
The manhole cover on the pavement has lifted. Water is pouring out of the cover. Pouring down Smallcombe Close, and causing icy conditions in the morning late evening.
Dangerous, trip hazard as cover is lifted.
Bristol water have been out to investigate in case its linked to the major burst main - however they have confirmed it’s not there drains. And rather a storm : spring drainage issue and to report to you.

Still water pouring out. If this freezes the road will be impassable. And dangerous given the gradient. Is it possible to have a grit box installed at the top of the hill?
