Rubble used to replace soil on verge falling into path

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 8703947.

This area on the south west corner of Entry Rise to Entry Hill junction was recently dug out when the zebra crossing was installed. This week, instead of replacing the removed soil with soil, contractors have used rubble/ballast to fill in. This is now rolling down the slope onto the pavement and the road and it’s difficult to see how grass will grow back in rock. Was this intended as there is potential for the large stones to be flicked up by cars and it’s not a good surface to walk on?
