Sunken kerb stone

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 8708286.
The kerb stone has dropped lower than the others causing water from road works being carried out just up the road, to come across the pavement into our driveway. We have only lived here a short while so we are not sure who is responsible for this issue.
