We desperately need a grit bin.

We previously reported this and have had a reply that we need to get grit from another bin. The closest bin is 2 miles away in Wellow, which would mean having to travel up the hill and walk 2 miles to get the grit. The other alternative is again 2 miles away in Norton St Philip. How do I take this further to complain, as it's very dangerous?
