Dangerous obstruction without a reflective surface

Hi there,

This new barrier is lethal, cycling along in the dark it is a clear risk to cyclists, even in the light it prevents cargo bikes, mobility scooters and other vehicles from using the lane. Pushing everyone onto a small sloped pavement area to fight their way through.

This route is used by loads of parents with children on their bikes, the other alternative being a very busy polluted road that is in gridlock at 8.30 every morning. Please can you create a bicycle friendly alternative to this deadly barrier
