Section 148 (Depositing Items): Depositing dirt, filth, or other material on the highway to the interruption of any user is an offence. Section 149 (Removal of Dirt/Danger): If items on the highway constitute a nuisance or danger, the highway authority can require the person responsible to remove it immediately
