Disgusting public toilet

There are seven public toilets in the park but only one is working. The open toilet is absolutely filthy, the sanitary bin is full and there is filth on the toilet seat and the toilet paper. There are children using this toilet, it is wholly unacceptable and needs to be rectified immediately.
