Road surface breaking up

I reported this and it was apparently visited today and said to not be a problem. I have now attached photos (the removal van is covering some of the problems) which show various areas of surface are missing and lots of previous patch jobs. You will be patching this repeatedly until the area is resurfaced but it can't be left to just have surface break away leaving holes like this.
