Neighbors keep leaving rubbish in the open

This is an ongoing issue I have reported several times with our neighbors at Nutwood. They are student renters. There is food waste all over their garden. We share house walls, and we have seen rats in the past two weeks. This is a hygiene issue. I have three children at home and it’s completely unacceptable. We have talked to the landlord who agrees with us but can’t seem to get through to them. They will not answer the door to us, although we have talked to them several times in the past and explained why this is a problem. I need this to be escalated especially given recent news about hantavirus, we can’t have rodents in the garden.
